The United Nations reports a marked deterioration in security along the Lebanon-Israel border, with Israeli forces consolidating military positions in violation of a key Security Council resolution. UN Spokesperson Stéphane Dujarric stated on Thursday that peacekeepers have observed extensive Israeli military presence north of the Blue Line, the demarcation line separating the two countries.

Escalating violations along the Blue Line

UNIFIL, the UN peacekeeping mission in Lebanon, recorded a sharp rise in violence in August. The mission documented 56 projectiles fired from the Israeli military on September 1 alone, a figure that increased to 84 the following day. According to Dujarric, no projectile launches by Hezbollah militants have been detected since June 21.

Peacekeepers continue to note daily Israeli violations of Lebanese airspace, alongside airstrikes, ground activity, and naval operations. Dujarric highlighted particular concern over the "continued consolidation and fortification of Israeli positions" north of the Blue Line, involving new infrastructure and engineering works. Individuals appearing to be Israeli civilian personnel have also been seen carrying out demolition work in support of military operations.

A breach of sovereignty and international law

"There is extensive Israeli military presence north of the Blue Line, which constitutes a violation of Security Council resolution 1701 and of Lebanon’s sovereignty and territorial integrity," Dujarric said. He reiterated the UN's call for the Israel Defense Forces to withdraw from all positions north of the Blue Line in full accordance with the resolution.

The current tensions follow a period of eased hostilities after the signing of a Framework Agreement in late June, which UNIFIL says has proven fragile. Despite the escalation, the mission continues its humanitarian coordination work, help 20 humanitarian missions between Monday and Wednesday of this week.

UN calls for adherence to Resolution 1701

The UN's position is clear: the Israeli military buildup represents a direct violation of the instrument governing the Lebanon-Israel relationship. Security Council Resolution 1701, adopted in 2006, aimed to establish a permanent ceasefire and delineate the Blue Line. It called for the withdrawal of Israeli forces from Lebanon and the deployment of Lebanese and UNIFIL forces to the south.

The reported fortification of positions and sustained military activity north of the line challenges this framework. The UN spokesperson's statement directly attributes the violations to the Israel Defense Forces and calls for their withdrawal. The situation shows the ongoing fragility of the state-to-state relationship mediated by this international instrument.
